I wouldn't hold your breath. The Clinton years are as satisfied as I've been with our national leadership in my lifetime. That said, Clinton could have been even more effective without being hobbled by his personal failings. I also feel his personal failings eroded Gore's support enough to allow a complete slime like Bush to take over. It would take a major disaster of some sort to bring about the change a lot of us would like, and even then, it probably won't have been what we wished for. Be grateful for small advances, and work to elect Kerry.
