Registering in two states is not a crime, but voting in two states is obviously illegal. In the article: "But the newspaper found that between 400 and 1,000 registered voters voted twice in at least one election, a federal offense punishable by up to five years in prison and a $10,000 fine." I'm all for punishing people that vote twice.
