The military would declare an area a free fire zone, either always or during specific times (say, a curfew). If anyone was in the free fire zone, they were not subject to the usual restrictions about first identifying the person as an enemy combatant.<i/>

Where did you find this that you added to the definition? There is more to it that that simplistic statement.
