One of the key provisions of 527 ADs is that they cannot endorse a candidate. The intention was that the ADs should be issue ADS. A good example was MoveOn's AD that talked about the huge deficits. IMO, there is nothing wrong with that AD.

The SmearVets AD violated the "issues" intention. This AD was intended solely as an attack on Kerry (the opposite of supporting a candidate). That is also why Kerry argued against the MoveOn AD that criticized Bush's TANG service. I agree with Kerry (and partially with Bush), the law should be changed to eliminate this type of AD.

I have no problem with pro-Bush groups arguing issues. They could argue for larger deficits, more wars, more unemployment, more pollution, more restrictions on science ... all the things Bush stands for.

The problem for Bush is he doesn't want to discuss the issues, so he wants to ban all 527 ADs. I disagree with that stance. Issues matter.
