I agree with Kerry (and partially with Bush), the law should be changed to eliminate this type of AD.

I don't see how you can do it. Every one of those ads can claim to be an issue ad. Both the ads you refer to can be called a "leadership" issue ad. As long as they stay away from supporting a candidate, which they have, they pass the test.

You might be able to deny organizations collecting funds having a tax exempt status. That wouldn't solve the problem, but it might limit the exposure. Maybe.
