Well the standard for WWII was, "A wound for which the award is made must have required treatment by a medical officer." Emphasis on REQUIRED. A bandaid doesn't require a medical officer's attention. If the wound can be treated by a Navy Corpsman (enlisted), it doesn't qualify. It seems to me surgery by a medical officer is required to get it.
