I'm not familiar with that story. No, if he was entitled to it and received it, there is no reason to return it. Kerry shouldn't give his back either (assuming he did not exaggerate the circumstances to get the award in the first place).

Entitlement is not the issue (to me). The issues are (1)claiming to be a hero if your wounds were superficial, and (2) in Kerry's case, capitalizing on an obscure policy to get a free ticket home and leaving your buddies behind.
