This has been posted before. Most of these people moved from NY to Florida. Double registration happens all the time when people move.

It is illegal and should be punished if people VOTE twice. From the article: "The investigation revealed that between 400 and 1,000 of these voters have cast ballots twice in at least one election."

They should be punished, but it is hard to call that "massive".
