"When the statement is not true, then what do you call it?" The problem here is that Bush can make a credible claim that he didn't know. Available evidence points to him ignoring anything that didn't fit in with his preconceptions. That, and his talent at selective memory, means he arguably didn't know he was, umm, making statements that were at odds with reality. Now as to the question of whether he should have known... Because it looks as if all of the evidence was there, and from authoritative sources. Now true, much of it was contradicted by the sources they chose to believe. Apparently, given a choice between ex-patriots who might have an axe to grind, and professional analysts who specialize in the matters in question, go with the axe grinders. They have the common touch.
