Aahh. Brinkmanship at it's finest. North Korea has refined this to a high art. Based on past negotiations, they must be close to an agreement. This sort of rhetoric always comes up when they think things are close.

Now when they decide they want to start talks, that is when they start talking about building nuclear weapons or invading the South...
