Which is not enough to make them class warfare.

If I give Joe a $100 and I give you $1 I am favoring him over you but I am not waging warfare on you. Or if you want a somewhat more direct analogy If I'm selling something (government services) to you (who will stand for the poor in this example) and to Joe (the rich) and he pays a lot of money for it but I give it to you at a reduced rate (or even free, many of the poor don't pay federal taxes), and then I give a discount to those who paid the regular full price, that discount helps Joe more then it helps you (if you had not been paying anything it doesn't help you at all) but it isn't an attack against you. You are not being harmed if you pay the same or less then you did before even if someone else gets a bigger discount then you did.

Anyway the tax system still continues to favor the non-rich over the rich and near rich.

And Bush's comment gives it voice.

What specific comment by Bush makes you think he is engaging in class warfare?

Even if Bush flat out said "we are going to wage a little class warfare for the rich for once" (and I'm sure he said nothing of the sort) it still wouldn't make the tax cuts class warfare. Something doesn't become true just because Bush says it is true. To really be class warfare against the poor he would have to be taking from the poor, and taking from them because they where poor. Instead he has dropped a number of them off the federal income tax roles completely.
