1. John Kerry said he was in Cambodia. The exact timing of each visit might not be known exactly, since he may have been participating in black operations. Those operations could have spanned the change of POTUS.

2.Even if Kerry was only there in December of 68, he still could have been taken aback by the President saying that we we're not in Cambodia, as it went against his personal experience of what was going on there. And of course it was later shown that Nixon lied and ordered operations in Cambodia.
