I think it is true.

On the one hand, they live shorter, and collect much less Social security money, and spend less public money (Medicare and Medicaid) on health care. On the other, they contribute part of their after-tax income voluntarily in the form of sin tax. So to encourage more smokers seems to be a win-win situation for the public, LOL. Maybe it can even relieve some social security burden<g>
