Actually, hospitals are implementing EMR systems as fast as they can. Bush has made it a national goal to complete the process within 10 years.

Privacy issues can be dealt with. What has been holding things up is a perverse economic situation where the people who need to invest the money aren't the ones who reap the bulk of the benefits.

That and the enormity of the task, in terms of money, man hours, and the difficulty of changing the ways enormous institutions do their jobs.
