He was speaking of the events sequentially in all likely hood. I don't know and you don't know.

If you were a swift boat skipper operating in Cambodia or were ferrying Special Ops teams to Cambodia, or supporting these operations would you put that in your diary? No you would not.

And when you hear the president saying that there were no troops in Cambodia...when you had knowledge to the contrary that special operations were occurring there...would that not make an impression on you? A searing of the memory as it were.

Remember these words were spoken in 1986, almost 20 years after the fact. They were certainly words about sequential events from approximately the same time frame. To try to interpret it otherwise is simply a smear tactic employed by O'Neill and fostered by an army of pro Bush commentators and bloggers.
