I am suggesting that we need to ask what, if anything, prevents countries who are first to go nuclear from vaporizing other countries who could pose a threat in the future but who are not yet in possession of nukes and hence unable to defend themselves. What could or shold stop countries from taking this road? Or does it not matter if Israel attacks Iran if they feel threatened, or if India decides they had better deal with Pakistan now rather than later, etc. Should countries be free to do as they please? Was Saddam free to attack Kuwait?
