So we should be guided by the following rule of thumb: Only do what you can get away with, or at least where there is some cost-benefit you are willing to live with -- and if you have the firepower, you can pretty much do what you want. Might makes right. If India massacres Pakistan and gets away with it, all is fair in war. Same for Israel -- if there is the firepower to take out all the Arab world, and nobody strong enough to oppose it, then its their call. Not a very civilized point of view -- the law of the biggest gun.
