"what's the difference?" Based on Kerry's voting record, he voted for military appropriations every year but the three mentioned. As a result, it is reasonable to assume that there was something or somethings he didn't like in those particular bills. OTOH, Cheney actively tried to kill off many weapons systems. What about that?
