Where have you read the actual statement? Here's a link to tha actual Congressional Record that I used and quoted. ice.he.net You'll see that what I posted in qotes was an exact quote directly from the Congressional Record. If quoting the CR is a banning offense on this thread, so be it. We do agree, though, that it was crap. It was crap in 1971, and it's crap now.
