Quite probable If true, the innocents should leave and not take free crap out of looted stores. Ok, how about this, an undercover team of 250 officers is assigned for the 50 troublemakers. rotating 5 people per scum, as soon as trouble starts, the leaders get arrested. Immediately cut off the head of the disturbance. Hopefully it would stop quick.
