Bush claimed the right to label people as enemy combatants and thereby nullify all of their legal rights. Once detainees had no rights, torturing them apparently became permissible – at least in the eyes of some Justice Department and Pentagon officials. The Bush administration ignored warning after warning of the gross abuses that were being committed against detainees in Afghanistan, Cuba, and Iraq. After the torture photos from the Abu Ghraib prison became public in April 2004, Bush repeatedly falsely claimed that the abuses were the result of a few wayward soldiers."
