I think its a bit more than that. Bush admin has appeared to the world as high handed and go-it-alone. As one who bashed the euros for betrayal during the war, i continued to feel that there is a kiss ass part of fp that cannot be ignored. There are proceedure in place at the UN and with allies that are necessary to go thru even if a total waste of time. The process makes following the US easier for them. Same perhaps in iraq and we apparently have recognized this in najaf where sistani gave us a lot of leeway to kill as many mahdi army folks as we could. And then sistani comes in on his white horse to take credit. Hell, much to churchills chagrin, we let De Gaulle sort of do the same thing after WW2. And for Allawi, the most important ally of the US, we need to give him room to be rebeillious toward us too. The word puppet is not a good one for a PM. He needs to "act out" too in seeking different positions from the US. Hell we should state our public positions in such a way as to make alawis the pos our real one as opposed to our stated one. This will all be easier to do post election so the opposition cant cry betrayal etc. It is an interesting time we live in. Mike
