I assume that ideology matters, and therefore that Republicans will, if they have sufficient power, and are not too diluted with moderates, take steps to reduce the federal bureaucracy and devolve responsibilities onto the states. Divided government simply gives mixed signals about where the center is, and encourages pandering to the electorate by everyone, since no one can gain a clear advantage. Remember, real welfare reform was signed into law only after the Gingrich Revolution. If Bush did not have to watch his flank, do you suppose he would have supported the kind of broad Medicare expansion that he did (with the Democrats still screaming it was not enough)? Do you imagine he would have compromised free trade principles so much if he did not have a union problem to deal with in key electoral states? No, divided government does not so much produce gridlock as it produces preoccupation with small maneuvers to secure one's position piece by piece.....
