I would say that you are getting the real sentiments of the American people (fudged into an "average"), who demand improved services and lower taxes, which equals deficits. My scenario presupposes that the center continues to move right, and therefore that the ideological complexion of the Congress reflects the growing conservatism of the electorate. In such a case, people will expect a leaner, meaner federal government, and a reduction of duplicative functions, or return of annexed functions, to the states. It takes time to get there, though.
