And re. this side issue - bringing in Cheney's military reductions in the wake of the USSR's fall - what does that have to do with Kerry's attempts to kill entire weapons systems at other times?

as opposed to the 1% fund cut for Kerry's proposed cut. One of Kerry's cut proposals was for about 1% - let's only mention that one, OK?
