It is standard practise and the documents are legal...unless they are repudiated by the signatory immediately when he becomes aware of them.

Such is the case here. Lehman did not have knowledge...once he did he repudiated any documentation regarding Kerry's SS coming from his office and bearing his signature.

That is how it was explained to me. Perhaps the legal beagles here can chime in.

The key here is integrity. Kerry's SS citation was changed twice. That is beyond unusual...I mean we are talking Ripley museum stuuff here...You know...believe it or not.
Lehman says he did not approve any change. End of story...Kerry doctored his SS citation twice. That makes it phony.
Civilians may not understand this...But it is perfectly clear to veterans.
I have spoken with several SS winners today. They are shocked beyond belief. But everyone responded the same way when I asked how many citations does it take to make one SS. They laughed and muttered something like that dumb FXXK. Then we talked. I even got an invite to the Son Tay Raider and POW reunion in November.
