uw I know very little about military law. Is there a timetable that controls these things? It seems to me that, in general, people are always able to correct the record due to mistake after the fact if the party making the mistake is the government.

If there is a timetable then the government is bound by the timetable, e.g., time to appeal runs for everybody. Statute of limitations runs for everybody.
