You should also pick up a copy of Cole's book. Cole is the Managing Editor of The Washington Post and does not have any ideological axes to grind. The book is both informative and entertaining. There is some very interesting material on Clarke.

There were failures in both administrations. It is not a black and white issue. As the 9/11 Commission said, 9/11 resulted from a failure of imagination. Bear in mind that people had been discussing the possibility of domestic terrorism since the late 1970s. I suspect that over 95% of the American people never really believed it could happen here.

I don't recall that Al Gore ever brought the issue up the issue of domestic terrorism during the 2000 campaign and he was privy to most, if not all, of the important foreign policy discussions in the Clinton administration. In my mind, Clinton's biggest failure was not psychologically preparing the American people for the possibility of an extended conflict with Islamic terrorists. A few speeches and a cruise missile here and there; nothing substantive. Hell, he was continually bombing Iraq. He must have felt that Sadaam was more of a threat than Osama. On the other hand, FDR did an excellent job of preparing the American people for war prior to Pearl Harbor. He talked about the possibility continuously. The draft was already in place before the war (snaring my father) and we had already started to build up our military hardware.
