Very often, when the authorities know of a person involved with some anti-government activity, they don't pounce on him/her immediately but keep him/her under observation in the hope that they would be able to rope in all his/her compatriots.

However, this tactic has, more often than not, backfired on the authorities, and they found themselves closing the proverbial stable door when the horse has fled.

A case in point was the attempted roundup of the Baader-Meinhof gang in Germany in 1971. A BM gang member was seen entering a house. No arrest was made so as not to spook other gang members. More and more gang members were seen entering the same house. Then, when the police rushed in, they found that all the gang members had already fled via underground tunnels.
