I'll attempt to venture an educated guess on this issue.

Considering that many of GRNO's interested customers are currently outside of the US (Hungary, Turkey, Australia,... etc.), I opine that the major consideration is that the technology can achieve the output described (tested and verified already), and maintain system longevity (logical given the relative simplicity of design). DHEC permitting is obviously something of local significance that foreign customers will not be forced to deal with. They are more concerned with the environmental problems associated with a lack of proper waste oil disposal.

SC has some of the most stringent requirements for environmental controls. In addition, GRNO engaged the wrath of DHEC after the first operating permit was denied in 1994 so we can see the roots of the agency's current perceived sluggishness. However, it is time for "bygones to be bygones" and both parties to realize the benefits of working in a mutually enhancing manner. GRNO stands to enhance DHEC's status if they are seen as facilitating this enviro-friendly technology.

Just my opinion.
