The use of the word speculating in the Washington Post is referring to possibly sloppy following of rules. That's the good side. The others that were speculating was in opposition to the main contention of spying going on. It was in Israel's best interest to have Iraq taken down. Not the US's. It is in Israel's best interest to have Iran and Syria taken down. Not the US's. We just keep making more enemies with this policy. Israel drags us in with her to protect her while she follows Likud land grabs.
