Mr. Cheney said, "My general view is freedom means freedom for everyone. . . . People ought to be free to enter into any kind of relationship they want to." The question of whether that relationship should be given the status of marriage, Mr. Cheney, said, is "a matter for the states to decide."

Constitutionally he's probably right that its an area for the states to decide, except possibly for federal recognition of the marriage. If however we divorce state and federal recognition you would get a lot of people who are married as far as the state is concerned but not married as far as the feds (or other states) are concerned. I'm not sure that is a good thing.

Is it a flip flop? I'm not so sure it is. If the policy doesn't change then it is no flip flop, but rather Bush just telling Cheney that its ok to say what he believes on the issue (or Cheney doing it anyway and Bush either not having a problem with it or at least not making a public issue of having a problem with it).
