I don't understand why you don't get this.
Clinton avoided the service and he had many wars going on.
Clinton may have been a crappy soldier, so he was better off staying alive and becoming a very good foreign policy president IMO.
Carter was on a sub, but IMO he was the worst foreign policy president we ever had. We are paying billions to Egypt and Israel for a deal that accomplish nothing but
endanger Israel.

So get this point, I have said this a million times:
NOT EVERYONE SHOULD BE A SOLDIER
BEING A SOLDIER DOES NOT HELP ONE BECOME A BETTER PRESIDENT
