Kerry could assign Clinton to make peace in Israel. This time, Arafat would accept the offer. Bush cannot do that unless he flip-flops completely. His neocon rightwingers would be against it too.

Bush has a lot of explaining to do about why the war on terror is now unwinnable in his mind. Really stupid thing to say. Maybe it was a gaffe. If so, it's a huge one.
