Well, you have to take the remark out of context to get the meaning you've implied:

Asked "Can we win?" Bush said, "I don't think you can win it. But I think you can create conditions so that the -- those who use terror as a tool are less acceptable in parts of the world."

He is clearly saying there will be no surrender, no guarantee that terrorism will NEVER be used again. But we are certainly reducing the likelihood of further attacks against us and other nations.

The Dems love it when the words aren't so carefully chosen that they can mislead people. I don't think you are usually so easily misled. J Fowler, OTOH, *IS* -- he'll take a remark like this and turn it into something it isn't.
