The question is: why do they have it in the first place if they are not going to honor it or even have any good enforcement mechanisms. What point is there?

It kinda like Bush saying we are going to reduce the deficit then ask for or sign a zillion more budget busting proposals.
Empty talk is all it was and is. May as well do away with it.
