"catastrophic success" describes Bush's 3+ years perfectly.

Bush successfully passed a series of tax cuts that led to the catastrophy of the largest deficits in history and the catastrophy of 1.8+ million fewer private sector jobs, and the catastrophy of 3+ years of declining median family incomes, and the catastrophy of 4.3 million more Americans living below the poverty line and the catastrophy of millions fewer having health insurance. Now that is catastrophic success.

Bush also successfully invaded Iraq leading to the catastrophy of 976 dead American soldiers, the catastrophy of 12,000+ dead Iraqi civilians, and the catastrophy of over $135,567,346,763 spent. Another catastrophic success.
