If a car takes you to a better paying job, or a new suit gets you into the executive washroom, they are productive investment. If the government permits New York to continue to flourish as a tourist attraction, financial center, and commercial hub, due to Homeland Security, it is productive investment. Yes, spending ought to be scrutinized more closely, but there are times of emergency where dithering is a bad idea........
