Al Q is planning a pre-election hit.

I think Al Q is hitting Russia in order to influence the election in the US. If they attack us directly, Bush will get votes. OTOH, if they show us what they can do by attacking bystanders and children in Russia, many "undecideds" in the US may get the feeling that perhaps electing a "moderate" would be "safer".

This theory is impossible to prove - or to disprove - and it's open to being seen it a different way, but imo psychologically it makes sense.
