PRESIDENT GEORGE W. BUSH was the first to call it. The Presidents first tax proposals were gutted and cash did not start flowing until years into the early tax cuts that were passed.

If the President's original proposals had been passed as he proposed, I expect the GDP could be several percent higher than it is today.
