Bush says he cant win the war on terror then tried to retract the statement the next day, but the statement stands because it was candid, unscripted and even pre-recorded so he had time to change it if he'd wanted to. I think what Bush meant was that he WANTS the war on terror to keep going to the rightwing can use it to scare people and swipe more elections. Also their cronies like Halliburton make billions waging wars.
