No I'm wondering why Clinton could not curtail the 100 million spent on his investigation if, as the poster said, Bush limited the 9/11 commission to 11 million.

That's not hard to understand either. It "might" have been seen as a direct conflict for the President to veto an appropriation that is directly used to investigate the President.

In the case of 9/11, it wasn't an investigation on President Bush. Further, he had support from D. Hastert and other Republicans who didn't want an investigation either.
