Arnold is for expanding Calif. business. His new campaign promotion sates "Calif. wants your business". It will also help keep the price of Calif. gas down, witch I think many Calif. think is to high. Encouraging business to stay, and expand, helps the Calif. tax base also. I think Arnold feels it can be done without hurting the environment.
