The Buck Stops Here. Its a nice slogan but its short on specifics. I'm sure Truman did not mean it to the extent that he should be held responsible for the crimes of any government employee. Rightfully he is only responsible for his response to such crimes. If he ran a system that encouraged them and then did nothing to try to control them, then the buck would stop right on his desk, but it didn't and shouldn't just because some soldier or bureaucrat does something illegal or against policy. If he did mean that then logically he would have had to call for his own impeachment. Tim
