You know this, how? Assuming stronger equates to more effective.

Security was pretty effective before. Over the past few decades, the only foreign terrorist activity was the bombing in the Towers and the events of 9/11. Of course, there were other terrorist actions, Oklahoma City and the Atlanta Olympics come to mind. In addition to sniper attacks against some doctors and bombings of some abortion clinics. But none of that involved foreign terrorists, just our own brand of nut cases.

True, you could try to make the argument that we were just lucky or that foreign terrorists just weren't interested in striking against the US. Both of those are pretty dubious assertions.
