Right. Not really an assumption, more of a known historical fact.

Security was pretty effective before.

There was no security. There just really weren't many attempts. You can probably count them on your fingers, with spares, prior to 9/11.

It is obvious that security today is orders of magnitude better than before. Obviously, airport and container security has improved radically. Are there still threats? Sure. There always will be. But I believe Bush's superb managerial skills have paid off since 9/11. He DOES know how to get stuff done (particularly, when you consider the obstructions the Dems have put before him).
