I think you've hit on a theme that would work for Bush:

Bush to the Unemployed: take one for America. Give up your job search so we can drive that unemployment number down and fight demo nasty terrorists. Better yet, consider moving to India or China - plenty of jobs there!

I think that would be real winning message for W.
