That is why it is the nearly universal practice of governments to borrow to cover war expenses, so that they do not upend the economy in an emergency.

It's also the near universal practice to increase taxes, and otherwise impose deprivation on the people. However, America and Iraq are not exactly evenly matched. The Bush approach is to make war so painless that it becomes a matter of no interest to the masses, except as entertainment.
