First of all, what was the debt on 9/30/2001?

Second, I'd guess that the reason that the debt would go up despite an operating surplus would be because of interest on the existing debt. Having said that, look at the difference in the debt between 1999 and 2000... it's up, but compared to all of the years before it, it's minute -- only an increase of 18 billion, a tiny percentage. Significant progress was made in stemming the tide.
