I agree with you about having a plan- right now my philosophy is to average down only once without taking another long hard look at the company and my rationale for investing in it. So far i have added to 4 companies that i own more than once- CATG MAXY XNVA and OPTV. however experienially i confess that it has seeemed more rewarding to add to positions as they increase in value as opposed to the other way.
